Job Title:  Executive Director of Student and School Support                           Wage/Hour Status: Exempt

Reports to:  Assistant Superintendent of Student and School Support               Pay Grade: Admin Pay 9

Primary Purpose: Manage and coordinate broad Student and School Support activities to ensure programs meet the needs of students and comply with all state, federal and local requirements. Supports the Assistant Superintendent of Student and School Support to build a quality portfolio of schools by leveraging the System of Great Schools, SB 1882 Partnerships, School Action Fund Grants, and other federal, state, and local programs.  Directly responsible for developing a vision for the future of school choices within ECISD which connects to the district’s broader vision for student success and considers academic goals, the diversity of student needs, building expectations for low-performing schools, and facilitating a desire for continuous improvement. 

 

Qualifications:

 

Education/Certification:

  • Master’s degree in educational leadership or equivalent
  • Valid administrative certificate issued by SBEC

 

Special Knowledge/Skills:

  • Strong analytic, problem-solving and planning skills, with the ability to quickly assess and use data strategically
  • Ability to quickly identify key leverage points to create immediate progress, without losing sight of long-term goals and strategy
  • Demonstrated ability to read, analyze and interpret multiple forms of data
  • Strong interpersonal skills to develop collaborative relationships with district personnel and community agencies
  • Excellent verbal and written communication skills, including the ability to synthesize and easily communicate complex information
  • Strong computer skills, including knowledge and proficient use of all Microsoft Office programs

 

Experience:

  • Five (5) years campus or district leadership experience

 

Major Responsibilities and Duties:

 

Instructional and Program Management:

  • Work in conjunction with the Assistant Superintendent of Student and School Support and other key stakeholders to analyze current district educational options and identify demand for high-quality educational opportunities
  • Support innovative ideas regarding school choice design across the district inclusive of both internal and external providers
  • Assess district schools identified for improvement and/or scoring below state target levels for the purpose of coordinating appropriate district and state support for the identified school
  • Collaborate with other team members to sustain district’s vision for charter school authorization and new school expansion
  • Develop and oversee the annual ECISD “Call for Quality Schools,” which identifies the demand for high-quality educational options in ECISD and invites outside organizations to propose solutions to address existing needs
  • Identify and support potential new school investment opportunities (such as state and federal grants) that accelerate portfolio initiatives
  • Support systems and processes to facilitate the resolution of student and parent concerns
  • Review and address discipline matters (such as suspensions and expulsions) in accordance with Board Policy and the Texas Education Code
  • Supervise staff responsible for approving student transfers in accordance with Board Policy and administrative regulations
  • Oversee the work of the Office of Admissions, as well as the district’s AVID program and other post-secondary support initiatives as outlined in the ECISD Strategic Plan
  • Work directly with ECISD Childcare Center to ensure all licensing guidelines are met and high-quality childcare is provided to families
  • Plan and implement the district’s after-school care programs at selected elementary campuses

 

Fiscal Management:

  • Coordinate the development of the departmental budget
  • Administer the department budget, ensuring that funds are effectively managed

 

Policy, Reports and Law:

  • Review and address discipline matters in accordance with Board Policy and the Texas Education Code
  • Analyze issues and recommend remediation, as well as preventative measures, concerning enrollment procedures, boundary issues, and transfers/affidavit policies with parents, students and administration
  • Analyze current and historical campus enrollment data and provide reports to district personnel as needed
  • Compile and maintain data related to schools of choice including, but not limited to, admissions, transfers, preferential assignments, hardship appeals, capacity and utilization; prepare and submit required reports to district management, the Texas Education Agency, and others as needed
  • Keep abreast of policy and state requirements regarding student enrollment guidelines

 

School/Community Relations:

  • Work with the Assistant Superintendent of Student and School Support to broadcast progress and milestones on implementation of district’s choice school portfolio and other student support initiatives
  • Demonstrate awareness of district/community needs and initiate activities within the context of the district’s strategic plan to meet those identified needs
  • Ensure effective communication and collaboration with families, staff and the community in support of ECISD Strategic Plan goals and activities
  • Assist campus and district personnel to prioritize and expeditiously address student and parent concerns
  • Handle administrative issues and policies for schools of choice including, but not limited to, admissions, transportation, staffing, facilities, marketing, preferential assignments, hardship appeals, and capacity
  • Perform other duties as assigned

 

Supervisory Responsibilities:

  • Organization Chart indicates those departments that will report directly to the Executive Director of Student and School Support. Executive Director of Student and School support will also indirectly supervise all subordinate staff.

 

Mental Demands/Physical Demands/Environmental Factors:

 

Maintain emotional control under stress. Frequent districtwide and occasional statewide travel; occasional prolonged or irregular hours. Ability to communicate effectively (verbal and written); interpret policy, procedures, and data; coordinate district functions; work with frequent interruptions. Frequent standing, stooping, bending, kneeling, pushing and pulling. Prolonged use of computer and repetitive hand motions. Occasional lifting up to 50 pounds.
